What is the HCBS Conference?

The HCBS Conference is ADvancing States' national conference designed to convene state, federal, and local policymakers; leaders who administer, manage, and deliver waiver and other HCBS programs; as well as those who share interest in improving state systems that deliver long-term services and supports (LTSS) for all ages and abilities.

Who should attend and why?

This conference is for federal, state, and local policymakers, people who administer, manage, and deliver waiver and other HCBS programs. Everyone who shares interest in improving state systems that deliver long-term services and supports (LTSS) is welcome.

What are the COVID-19 protocols?

While we will not require masks or proof of vaccination, we do expect attendees to make a personal commitment to ensuring they are not putting themselves or others in danger of illness. We are a community and will rely on our community members to ensure the safety of the group.

What if I am not able to attend in-person?

This year's HCBS Conference is a hybrid event. If you are not able to join us in-person, you can still access sessions, exhibit booths and network with other attendees in the virtual platform. If you need to switch your registration, you will receive a refund of the difference in price if request is submitted to inform@hcbsconference.org by July 26th, 2024.

What is the recommended dress code?

We suggest business casual top to bottom!

What is the recommended dress code for the Gala Dinner?

The Gala Dinner extends a black-tie optional invitation, however, guests are encouraged to attend in attire that aligns with their personal comfort and style.

Will I be able to select/register for sessions?

All sessions will be open admittance to all registered attendees unless otherwise marked, so there is no need to pre-register for specific sessions.

What is the cost to attend HCBS 2024? And what is included?

Early bird rates are $800 for government and non-profit attendees; $1,400 for corporate sponsors or exhibitors; $1,700 for corporate non-sponsors or exhibitors until June 30, 2024 at midnight. Beginning July 1st, 2024, registration rates will increase by $100. In-person attendees will have full access to HCBS conference sessions, breakfast and lunch, networking activities, and our conference app, and the Gala Dinner celebrating ADvancing States 60th anniversary, and the 40th anniversary of the HCBS Conference. ADvancing States members in executive leadership positions will be invited to invite-only member events.

How do I pay for my registration?

All attendees have the option to pay for their registration via credit card. All credit card payments will include a 5% service fee added on to the registration fee.

State, government, and non-profit attendees also have the option to pay by check or purchase order. If paying by check, please address check to:

Will content be recorded?

Yes, unless noted otherwise. Both in-person and virtual sessions will be recorded and available for viewing on the virtual platform.

Safety tips while in Baltimore?

The well-being of attendees at the Home and Community-Based Services Conference is always the top priority of ADvancing States Staff. Attendees at the conference should 1. Walk in pairs when leaving the conference hotel; 2. Not wear your name badge when leaving the conference hotel; 3. Avoid dark, desolate areas; 4. Plan your route in advance; 5. Walk confidently.

What is the price of a hotel room?

The room rate at the Baltimore Marriott Waterfront is $137/night plus tax for government and non-profit attendees. The room rate will be $187/night plus tax for all corporate attendees.

If I am attending and have a caregiver, does the caregiver have to register for the conference?

Yes, the caregiver must register for the conference so they can be included in the meal count however, your caregiver will not have to pay for registration. Please reach out to inform@hcbsconference.org to receive the caregiver discount code.

Is there an area at the hotel to relieve my service animal?

Service animal info: There will be a dog relief area on the side entrance of the hotel for service animals.

What meals will be included at the conference?

Breakfast and lunch will be provided daily to all attendees. Dinner will also be available to all attendees at the ADvancing States Anniversary Gala.

ADvancing States Members in Executive Leadership roles will receive a members-only invitation to evening events.

I requested a special meal, who should I see about this?

I missed a session I really wanted to see, how can I view it?

You are able to view all sessions on the EventsAir portal. This information will be sent to all attendees a week prior to the event start date. To get the information on accessing the portal, please either visit the AV/Application Support Desk on the third floor or email us at inform@hcbsconference.org.
