What is the HCBS Conference?

The HCBS Conference is ADvancing States' national conference designed to convene state, federal, and local policymakers; leaders who administer, manage, and deliver waiver and other HCBS programs; as well as those who share interest in improving state systems that deliver long-term services and supports (LTSS) for all ages and abilities.

Who should attend and why?

The HCBS Conference brings together federal, state, and local policymakers, as well as professionals who administer, manage, and deliver waiver and other Home and Community-Based Services (HCBS) programs. It is open to anyone interested in improving state systems that deliver long-term services and supports (LTSS). 

Health & Safety Protocols 

ADvancing States is committed to supporting the health and safety of all participants at the 2025 HCBS Conference. We ask that attendees monitor their health and avoid in-person participation if they are experiencing any signs of illness. Your cooperation helps ensure a smooth and successful event for everyone.

What if I am not able to attend in-person?

This year's HCBS Conference provides a virtual option following the in-person event. If you are not able to join us in person, you can still access sessions, exhibit booths, and network with other attendees during the virtual conference on September 17-18. If you need to switch your registration, you will receive a refund of the difference in price if the request is submitted to inform@hcbsconference.org by August 1, 2025.

What is the recommended dress code?

We suggest business casual top to bottom!

Will I be able to select/register for sessions?

All sessions are open to registered attendees unless otherwise noted in the agenda; no advance registration for specific sessions is required.


How do I pay for my registration?

All attendees have the option to pay for their registration via credit card. All credit card payments will include a 5% service fee added on to the registration fee.

State, government, and non-profit attendees also have the option to pay by check or purchase order. If paying by check, please address the check to:

What is the cost to attend the 2025 HCBS Conference? And what is included?

Early bird registration is available through June 30, 2025 (midnight ET):

  • $850 for government and non-profit attendees
  • $1,500 for corporate sponsors or exhibitors
  • $1,800 for corporate non-sponsors or exhibitors 

Beginning July 1, 2025, all rates will increase by $100.

In-person attendees will receive full access to HCBS Conference sessions, breakfast and lunch, networking activities, and the conference app. ADvancing States members in executive leadership positions will be invited to invite-only member events. 

If I am attending and have a caregiver, does the caregiver have to register for the conference?

Caregivers must register for the conference in order to be included in the meal count. However, there is no registration fee for caregivers. Please contact inform@hcbsconference.org to request the caregiver discount code. 

Will content be recorded?

Content will be recorded unless otherwise noted. Both in-person and virtual sessions will be recorded and available for viewing on the virtual platform.

Safety tips while in Baltimore?

The well-being of attendees at the Home and Community-Based Services Conference is always the top priority of ADvancing States Staff. For safety while away from the conference hotel, attendees are advised to:

  • Walk in pairs or groups whenever possible
  • Remove name badges when outside the conference venue
  • Avoid dark or isolated areas
  • Plan routes ahead of time
  • Walk with confidence and remain aware of your surroundings

What is the price of a hotel room?

The room rate at the Baltimore Marriott Waterfront is $150 per night (plus tax) for government and non-profit attendees, and $200 per night (plus tax) for corporate attendees.

Is there an area at the hotel to relieve my service animal?

A designated relief area for service animals will be available near the hotel's side entrance. 

I requested a special meal. Who should I see about this?

Please visit the registration help desk on the third floor of the Baltimore Marriott Waterfront and one of our staff members will be able to assist.

What meals will be included at the conference?

Breakfast and lunch will be provided daily to all attendees. 

ADvancing States Members in executive leadership roles will receive a members-only invitation to evening events.

How can I indicate dietary restrictions or request special meal accommodations?

Vegetarian and vegan options will be provided at all conference meals; however, quantities will be limited. To ensure we are able to accommodate your dietary needs, you must indicate any restrictions on your registration form. For any questions or additional support, please contact inform@hcbsconference.org.

Where can I go to nurse?

Please visit the registration help desk on the third floor of the Baltimore Marriott Waterfront for a key to our lactation room.

I missed a session I really wanted to see. How can I view it?

All conference sessions will be available on demand through the EventsAir portal, allowing attendees to view content at their convenience. Access instructions will be sent to all registered participants one week prior to the start of the conference. For assistance with accessing the portal, please visit the AV/App Support Desk on the third floor of the Baltimore Marriott Waterfront or contact us at inform@hcbsconference.org.
